input clamp current is for protection only.
When you try to give more than VCC to an input (for an output = high or highZ also) the protection diode becomes conductive. The flowing current is called clamp current.

Sink current is the current when an output is switched to LOW.
When you externally connect from IO pin a resistor or any other load against VCC then the current into the IO pin is called sink currrent.
