Can anybody tell me the relation between static power dissippation and speed of operation of the chip i.e when we increase the speed of operation whether the static power increases or remains constant ??

How to define the static power dissppation?
In my opinion, it is the power when the chip or the circuit doed not work.
So when the speed increase, the total power will be increase too.
But, the static power remains constant.

This answer is correct ... Static power is the nothing but a leakage power when circuit is in OFF state so it's independent of operating frequency ... Only the Dynamic Power increased along with the increment in speed ...
