relation between permittivity and conductivity

Hi everybody
what is relation between relative permittivity and conductivity of a dielectric?
I want to know the conductivity of dielectric that its permittivity is 3.85 and tangent loss=0.01
I dont know what material it is? I have found a formula that tangent loss=conductivity/(w*real part of permittivity)
but in this formula there is frequency, is there any formula for a temperature room and low frequency that it does not depend on frequency?

I think it will be a function of frequency

ε = εrεo + j * σ/ω

where:
εr = relative permittivity
εo = permittivity of free space
σ = electrical conductivity
ω = angular frequency = 2πf
 
is there any formula for a temperature room and low frequency that it does not depend on frequency?
