Reference power for lte antennas?

Hello, I am writing for the first time in the forum and I take this opportunity to thank you for the many solution that I have found.

I'm doing simulations on lte mobile terminals for the calculation of SAR. I was wondering how should I set the power to the transmitting antenna, since putting values ​​greater than 0.125 watt, with 0.25 watt of peak, I get SAR values ​​too high. At what value i should setup the reference power of the lte antenna ?
