I have red glue below a 8-pin smd chip used in automotive.
How to desolder the chip?

Its an epoxy resin used to hold it in place during the soldering process. If you can unsolder the IC pin then slide a thin wedge under it, it should just pop off the board. There may be solvents but I don't know of any.
