Cygwin is just a Windows port of some Linux functionality.
A PDK is data for an IC CAD software. That software is
not mentioned. But as a rule, foundries provide PDKs and
do so for very limited numbers of tool sets, and free tools
are not among them. Aside for MAGIC, which you might
find some support for at NCSU (or not) and LASI (at
cmosedu.com, but this is not a Linux based tool either).
In either case you'd then have to run through MOSIS
I expect.
Get your mind right about the work flow and tool set,
and you may get better answers.
