rate and outage probability

hello, I didn't understand why if the mutual information between source and destination is less than the rate an outage occur?
 

You are comparing different things. Mutual information determines the capacity of a channel, whereas outage probability is the probability that the capacity is below a certain threshold.
 

thanks for your answering but i found it in a book about the cognitive radio networks and they said if the mutual information between the source and the destination is less the the rate so an outage occur
