I have an idea but I don't know where I should start.
The idea is make a 'radio frequency meter' to monitor the emissions in the environment and register all the information in the box(pc). I want use an USB port to send the information.

A meter would be usually understood as a device to display a single quantity. But RF emissions are a superposition of various frequencies that can be only represented as a level over frequency 2-D field. Such a device however exists and is called spectrum analyzer.
A cheaper form of spectrum analyzer is a "Wave analyzer". This a a narrow bandwidth (< 1KHz) receiver with calibrated gain, so as you tune across the band and you can read on the meter the amplitude of RF falling into its band width. It was also used for distortion analysis at audio frequency but the bandwidth would be 2 Hz.
