normally, as process scaling, the design is more and more complex. so we can see that the power of the intel's CPU is more and more high.
by the way, P=a*C*V²*f is only dynamic power
as for other kinds of power, such as leakage power, it maybe higher as the process scaling, because leakage current will increase, under 0.13um, leakage current is a serious problem
