Question Regarding Hilbert Transform

Hi,
I wasn't sure about Ideal Hilbert Transform. I mean does it behave like an all-pass filter? If yes then what is the frequency response and behavior of it at frequency =0. as on other frequency it gives phase shift and retains amplitude.

Hope u guys wud help me
