quadrature phase shifter

Hello,
I need a passive quadrature phase spliter which operates in 2-4GHz with less loss, I/Q phase error less than 2 degree and I/Q amplitude error less than 0.2dB. I know it can be achieved using a divide-by-two frequency divider. Can it be realized with passive circuit structure? Please recommend effective circuit structure. Thanks!

Passive at 2-4 GHz will be huge. Imagine the inductor size you need.

Divider is a better approach.
