Problems in L297 and L298 project for driving a unipolar stepper motor

Hi
I am using L297 and L298 to drive a unipolar stepper motor with 555 timer circuit which was connected to the Clock Pin in the L297 chip
First I connected the L297
I connected SYNC, /RESET, CW//CCW, H/F, ENABLE to VCC and the freq out of 555 is 0.6 Hz to detect the change on the LEDs
i connected the ABCD and INHx to 6 LEDs to check output
the output was 0101 ( for ABCD) and 11 ( INH1 INH2)
the values of the ABCD is the initial value but it didn't change

I don't Know how to measure the freq of the square wave
I Also don't know where is the problem

I found the problem it was the clock

but i have a new problem
my circuit is working well without motor but when i connect the motor the output sequence is changed
and the motor doesn't rotate
I measured the input voltage of the motor and it was less 2.3 volt and the input current was about 0.01 A

Any Help ?
