I am learning about Doppler effect, but i do not understand the doppler effect on the land and underwater is the same or different? Suppose that i want to using the doppler effect to estimate the velocity of an object such as car and submarine. :?:

Doppler effect doesn't vary with the change in the propagating medium, if both the transmitter and receiver are in the same medium and the EM waves donot undergo a change in medium when traveling from transmitter to receiver.
Doppler effect defines the changes in the received frequency when either receiver or transmitter is moving. So if the medium is same throughout for the propagating waves the additional velocity of Tx or Rx wrt medium is same.

But i wonder that if the transmiter and receiver are in the same medium (such as air) and the object that i want to estimate its velocity is in other medium ( such as water), then Is the doppler effect is still right? And if it is right, can you give me the equation to this case.
I think you will have to apply the equation twice...Once for each medium and calculate the speed in each medium based on the refractive indices of the medium in which the wave is traveling.

Actually, Doppler effect is more severe in underwater channels, because Doppler in the frequency domain, means selectivity in the time domain, i.e.: severe time varying channel will suffer more Doppler effect, because of this using coherent detection in underwater channel is a challenging task, because you need to keep track of the fast variation of the channel.
