Problem in rigging DAC0832 as there is no output

HI,
i tried to rig the circuit according to this link

i have grounded WR1 and WR2 XFER CS.i used 358 opamp...but im not getting the o/p.any other thing should i take care of?

what is the reference voltage should i be giving...i understand i should give negative voltage as reference but will it not work with positive reference voltage...if i give voltage as 5 V the o/p is varying between 0.6V to .66v proportionaly.
