problem fan 120mm

I bought 2 5v 120mm USB coolers for TVbox one of them rotates normally the other cooler when connected to the USB port it tries to rotate for 1 second and turns off and for this cooler is it possible to repair? fan SXDOOL Model: 12025L05R DC 5V 0.2A 1200RPM DC BRUSHLESS FAN
 
First figure out whether it's the fan or the USB port, or one fan is
just on the wrong side of what a basic (non-charging) USB port
can deliver before hitting a self protection limit.

"Why?" leads to "what about it".
 
I have another cooler of the same model 120mm usb bought from the same seller and on the same USB port and it works normally but the one I mentioned tries to spin and I also tested it on the smartphone charger and the same problem
 
That's enough to call it defective and ask for your money
back. Although electrical parts returns often meet with some
resistance.
