Primetime report_bottleneck

Hi

Can anyone share the knowledge of primetime command report_bottleneck?
I cannot get too much info from on-line help or man page.
The command gave me something like

Bottle neck analyze
Cell Reference Cost
--------------------------------------------------------------------------------
uinst_hshf/U3303 XOR2X4 100.00
uinst_hshf/U3367 AND2X4 100.00
uinst_hshf/U3368 OR2X1 100.00
uinst_hshf/U3370 NAND2X4 100.00

How is the Cost calculated?

It seems that the cost is the number of path through the cell that cause time violating.But it looks like the max number can be defined.
