Power to computer plugged into power supply

If laptop computer is shut down and completely turned off(and battery is dead) and the Monster Power surge protector is turned off and no power to any plugged in devices is there still small amount of power being drawn off the laptop computer? Electric company tells me that computer is still drawing electricity even though turned off and is plugged into surge protector which is turned off but still plugged into wall outlet. Really?
 

If there is an open switch between you and the power company, then no current can flow.

Maybe they meant there is an onboard battery (or capacitor, etc.) inside the laptop, that powers the time-clock after you shut down the system?

They are correct. But then a number was not provided. Power consumption would be equivalent to that drawn by an LCD watch from its battery.

Always important. An answer must be quantitative. If necessary, even a ballpark number. Subjective reasoning can claim anything. Only quantitative answers are useful or significant.
