Should I connect the p-tap guard-ring to the vss power supply line directly? Should I connect the n-tap guard-ring to the vdd power supply line directly?

Or the guard-ring and the power supply line should be separated? Thanks.

You can connect them directly by metal. But don't run the MOSFET currents over the guard-ring: connect the transistor sources also directly to the power supply, but separate from the guard-ring.

Vdd1 is connected to source of the pmos, and Vdd2 is connected to n-tap;
Vss1 is connected to source of the nmos, and Vss2 is connected to p-tap;

Vdd1 and Vdd2 are eventually connected together nearby the pad VDD;
Vss1 and Vss2 are eventually connected together nearby the pad VSS.

The reason for it is that there should be no current going through the psub and n-well, then they are very quite, not noise, right? Thanks.

Right, that's what I meant.
