Power Delivery network in High frequency PCB

Hi,

Purpose of power delivery network in PCB design is to provide DC voltage to various circuits. Why then the power delivery network in PCB design is supposed to have very low impedance for maximum operating frequency of interest? Secondly, is this impedance towards ground or it is the track impedance?
