Power Comparator design - solutions needed

Power Comparator

I would like design a circuit for compare two input voltage.
1. 432Vdc
2. 550Vdc
and best solution to do so.

resistive voltage divider

Use a resistive voltage divider on each one to reduce them to the few Volt level and use ordinary differential op amp circuits or a comparator.
