Launch means the act of Launching (starting)
Consider two FFs a&b. u r tranfering data 4m FFa to FFb . u need a edge at FFa to pass thru FFa to FFb i/p. The clk edge which u r using to pass the data 4m FFa to FFb i/p is called as "Launch Clock"

I guess you are talking about the"launching edge of the clock" and not "launch clock" . The launching edge of the clock, as mentined by the previous person, is that edge when the data is launched (like in the previous case the input to a flipflop).
