placing a via over a track in another layer

Is there a problem to place a via for a track in layer 1 for example over a track in another layer (3 for example?)
the via is from top layer to bottom layer

You will cause a short circuit to the red tracks. Your DRC should show the errors.

It will create shorts with the other traces..

if the blue layers are top and bottom then the red layer will be shorted throgh the via.

if you were rouning layer one to layer 2 and the via was over layer 3 but not touching layer 3.. thats ok if you are using whats called blind vias. I do not use blind vias as it costs more and there are more ways for your board to go wrong.

move the via to a clear area and stick with through hole vias..
