Pin to Pin distance. Which value?

In NXP's CD4094B datasheet for the PDIP package the Pin to Pin distance (c) is given as 0.36 and 0,23 in the Table. Why there are two values. I also want to know how much is .100 BSC. In PIC18F1829 datasheet the pin to pin center distance is given as .100 BSC.
 

Yes. There was a mistake. e = 2.54 mm is right for the pin to pin distance. What I want to know is how much is .100 BSC? In PIC datasheet it says pin to pin distance is .100 BSC. Are all PDIP package have the same pin to pin distances? I want to know that because I am creating eagle CAD libraries for all PIC devices.
