PIFA design for biomedical application

Here below i am attaching a file that i have simulated with reference to the pdf attached. i am unable to make the PIFA resonating even. i have decreased the height between the lower substrate and the ground and even increased it.

i dont know what to do next. it is supposed to resonate at 402 MHz.
please help..

if you have any other design please post ..
need it urgently..
