Perplexing Q with Motor - where am I going wrong?

Perplexing Q with Motor

Hi guys,

I am testing out a motor, for which I don't have any specs

From eqn, V = VBackemf + I R

V = 12V
when stationary, R = 5.6 ohms

When starting, Istart = V / R, so 2.14, and this should be the max that current should ever go.

I measured with an induction ammeter and it showed 12A. When it was driven against a heavy load, but still rotating, it showed 40A.

Can someone tell me where I am going wrong.
