PB with 8-VSB modulation

Hi everybody !!!
I'm working on a 8-VSB modulator on FPGA. I have done the upconverter, and the 8VSB encoder, but the receiver doesn't lock on the signal. I could see a correct constellation (8 states), but the FEC doesn't lock.
Because of the constallation, I think that the upconverter is ok. The receiver lock on the pilot, and sample correctly the signal. but the FEC doesn't lock on, so I think the pb comes from the 8VSB encoder...
I have checked the encoder versus the standard, and I don't see any error.
Could someone help me please ????
 

Have you resolved?
Else have you a bitstream?
I've your same problem and maybe we could help each others.
