Patterned Radial Stub

I have a picture of an MMIC with radial microstripe stubs.
But the radial stubs seem to be patterned.. It looks like there are a lot of holes in it with the same distance to each other.
Also there seem to be holes in the substrate at empty areas of the circuit.
Is this for any specific reason?
