partial reconfiguration licence.

hello,
i am using ISE v_14.2,and i was implementing this tutorial of partial reconfiguration.
"Partial Reconfiguration of a Processor Peripheral Tutorial", PlanAhead Design Tool, UG744(V_14.1)

after the two steps
Step 1: Creating a Processor Hardware System
Step 2: Creating a Software Project

While Step 3: Creating a PlanAhead Project..

this statement was mentioned there- Important! The Enable Partial Reconfiguration option is available only if you have a license for Partial Reconfiguration.

this option was not available that means i don't have a license,I m a student so, how can i get this licence ,Can anyone please help me??

From the same person/institution who/which gave you the ISE v_14.2 license, I'd think!

i got that from my own account ..ISE web pack licence it is..
