If the output stage is formed by simple non-cascoded MOS current mirrors, it can acieve rail-to-rail output, with current reduction according to the MOS saturation characteristic. To calculate the undistorted ouput swing, you would need to know the transistor parameters.
I think this means the OTA should achieve a linear ("undistorted") output range between these 2 given limits. Instead of a max. distortion level value, also a (-)3 or 6dB OTA gain drop could define such output range limits. Additionally, the output load should be specified.
