Optocoupler Breakdown voltage doubt

Hi ,

Can some one please tell me the why in the data sheet of an opto coupler MOCD207M from fairchild shows two break down voltage values for collector-emitter junction and what could it mean?

One value is 70V while other is 7V..

One is VCEO and the other is VECO, they are the maximum voltages in one direction and the other with the transistor not conducting.

The high voltage is with a positive collector-emitter voltage and the low voltage is with a negative collector-emitter voltage.
