even though the input is low the output remains constant in stabilizer or not?
 

What and why do you need to stabilize?

I am guessing that you are in a country that has the mains voltage not regulated so its voltage wanders all over the place. My mains voltage is always the same so I have never seen a voltage stabilizer. Surely the ones used in your country have specifications about how low the input voltage can be before it fails to increase the voltage?
 

sir thanks for answering in our country we use stabilizer for home appliances if not used then the appliances receive high voltage what we can do instead can use regulators in the mains as it provides constant voltage for any input
