OPAMP Saturation according to bias voltage given plz help me

Hi while I was testing one opamp I tried giving only +ive bias voltage alone it is going to +ive saturation.And when -ive bias alone is given it is going to -ive saturation.
Can any body tell me why it is happening so.
 

Feedback is there but with inputs the circuit is behaving like
Irrespective of i/ps o/p is -ive saturation when +15 is given
