Number of FIFOs in ALTERA De2-115

Hello,
What is the maximum number of FIFOs that can be used in Quartus code for Altera DE2-115?
 

You should educate yourself on how a general purpose FIFO is implemented in modern FPGAs.
It isn't a hardened silicone block in the FPGA. Therefore, it shouldn't be considered as a resource or counted as such.

Instead, a FIFO is (usually) built using block RAMs. These block RAMs are indeed a hardened silicone block inside an FPGA that can be counted.
So thinking in the correct direction to answer your question will involved calculating the RAM memory resources required with implementing each FIFO and adding all the results.

Is counting or such memory consumption orders included for estimating consumed RAM memory?
 

I don't exactly understand what you mean by "orders".
But when you're approaching a new design naturally you should consider the capabilities of your target platform.
The exact number of RAM blocks and their size (as many other important parameters) can be found in the device's datasheet.
