Nuclear Counter

What menas in your terminology "nuclear counter" pls?
What do you need to do exactly?
K.

To count the number of pulses in the upcoming signal u just increment a counter under the condition whenever the signal goes high.

You didn't tell, what the input signal looks like. If it would be a logic signal (e.g. TTL/CMOS), it's a pretty usual counter. And what's the purpose of RAM for the application?
