We have 127 volts CFE AC service.

Or is this going to cause a Chernobyl-like current inrush disaster?

Thank you for providing the link. Since an AC powered series link using a capacitor would have voltage coming from both directions, AC, wonder if it needs a motor run capacitor? If so, I haven't a clue as to how large? Hate to destroy a bunch of 30 watt chips (OOps $$$$$)
 

While you can theoretically use capacitive drop for 30W loads...

It is better suited for very small current demands.

Your led's are 30V, 30W. This is 1 A draw.

A 22uF dropping capacitor is sufficient. Notice it must carry 1A as well. That is a large burden to put on a little 22uF cap.

Supply current is out of sync with supply voltage. This may be an issue in regard to power factor correction.

R1 is not a critical value. You can make R1 a larger ohm value, to limit inrush current on power-up. However it must then dissipate more watts.
