Noname PC PSU problem

Hi.

I don`t know if this is the category where I shoud post my question.

I have a noname psu without any serial number or company name, which does the following thing: When I turn it on, I hear that the psu is starting to oscillate, all the output voltages are present, but if I connect one or more HDD -s to it, nothing happens. The output voltages are still present, and they are stabilized, and the engines of the HDD -s are trying to start, but this is it. The weird thing is, that if I touch one wire from the output, in 1-2 seconds the HDD-s are starting to work perfectly. I changed all the capacitors in the output stage, and the 4,7uF capacitors in the primary stage.

Any idea is welcome.
