Non-Invasive High Voltage Coupling?

I am looking for a component for non-invasive (non-contact) coupling between a 11kV, 60Hz AC line (without neutral) and a current detector such as HCPL-0370 with a low voltage input of no more than 220V AC.

Current transformer might be an option but installation is difficult due to 11kV insulation requirement and cost, and it may need to break the line to get the line through. I need a simple and low profile coupler which can be directly fixed to the 11kV line without high insulation requirement.
 

split core CT will easily go over any line, also there is a device that slides on a line to measure joint resistance ....
 

High Voltage Coupling means what, exactly? Measuring current, voltage, linearly, which range? HCPL-0370 reference suggest you want to compare current magnitude with a threshold, if so, what's the threshold?
