Need help with understanding Magnetic Card Writer schematic

Magnetic Card Writer

I am having a bit of a problem understanding this patent, (See Attach FIle). I assume the the control switches in this patent is a rotary encorder to sense the speed of the card movement but how are the Ramp Generator and VCO used to sync the speed.

no, the two switches measure card speed at leading edge of the card

Yeah I figured that out afterwards. So basicly switch1 is timed to switch 2 which generates a ramp waveform proportional to the speed the card is moving at. What a neat design but I am sure a microcontroller would make it easier.
