Dear friends,

Anyone can help me on this VCO's operation?
how does it work? (the amplifing root and feedback?)

what is the J1 element and if its a jack port what does the 10dbm mean?

1. Yes
2. It means 10 mW or 0.7V RMS (with 50 ohm matching), consult a RF engineering text book - or wikipedia https://en.wikipedia.org/wiki/DBm

Generally it's a Clapp oscillator, the said sources can give you also more information on this topic.
