Need help on 2732 Error at Address line 0000

found a problem which the Willem Programmer write in the chip but come with a Error the first Address line 0000: 3C 66 6E 6E 60 62 3C 00 18 3C 66 7E 66 66 66 00 this how it should look but when I check it like this 0000: 00 66 6E 6E 60 62 3C 00 18 3C 66 7E 66 66 66 00 the 3C is not there this a hex file for the commodore64 Rom which is 2332 it said to use the 2732 Rom why is this I did change it and remove the 3C when I write again it did not write 66 so it was 0000: 00 00 6E 60 62 3C 00 18 3C 66 7E 66 66 66 00 why is the first of the has a Error can you help me
