my project is lighting control system using PLC

I want to configure lights (ON/OFF) on the basis of time of the day, date
so that i can incorporate seasonal changes
My question is
How I can program using ladder logic for PLC
I have only found Real time clock function but i think it will use windows time
so when the PLC will be working indepently how i will synchronize its time with the windows time of my monitoring PC.

Sorry if it sounds confused
