The lights that will glow 100%, which is near the sensor , otherwise all lights will be 50%

What is considered near the sensor? So when a vehicle enters the street all lights will be power up to at least 50% with the lights close to the vehicle at 100%?

for parked vehicles, the light will go off after a predetermined time ( better use a timer_interrupt isnt it ?)

Yes, a timer would be a viable option.

How many street lights are under control of this device? With more than two states, 100%, 50%, OFF a more elaborate signalling method will need to be employed.

From 6pm to 10pm , all the lights are at 100% brightness.
After 10pm all the lights will go 50% unless some vehicles came near the sensor.
when a vehicle come near a sensor, corresponding light it will go 100% until one adjescent sensor is intercepted. when adjescent sensor is intercepted the light which is at 100% goes to 50% and the presently intercepted sensor activates its light to 100% and goes on

BigGuru, I have modified the project to make the directional approach more practical, sketch of the same is PM ed for you.
By this plan the direction bits are already assaigned and we dont have to use a logical statement to find the direction.

just we can read the sensor input and add a certain amount to the value of the bits, if i have to lightup some leds in advance isnt it ?
