Are 32 bit uCs capable of multimedia processing ??

for example :
can ARMs or AVR32 (mostly ranging from 40 to 100 or 120 Mhz) be used to capture videos and track objects or other features real time with a high quality image sensor (5MP and 720p @ 60 fps or more )?
if recording or playing back requires encoding or decoding to file formats, can it be done at their processing speed ?

Thanks.

Look in STM32F4xx series. It has a speed of 168MHz and a camera interface. Remember that you don't can have same processing power of your PC, but a direct control of hardware and some programming effort, can give some good result.
For example, I made a small Mjpeg video decoder and player, running on a 24Mhz STM32 with only 8K of RAM ( See https://www.edaboard.com/threads/251028/ )
