I will be grateful if you kindly help me in choosing good basic comiler for ARM processor
i am using STM32F103RBT6 ARM 32 bit CORTEX M3™ development board

If you mean a compiler for the BASIC programming language for Cortex-M3 I think you should think again.
If you mean a basic compiler for the C programming language for Cortex-M3 I suggest GCC.

Consider using an IDE like Keil or IAR instead. These implement a processor simulator and enable you to try out most of the functions without any hardware. Both are c/C++ based!
