Please can anyone suggest to me a cheap and good oscilloscope so that I can buy.

It depends on how many channels you need and what bandwidth. I recently purchased an OWON SDS6062 oscilloscope as a backup to my more expensive equipment and I am pleased with it. They also do faster ones.

Rigol seem popular as cheap oscilloscopes although I wasn't impressed by the screen resolution on a lot of them.

'Good' is a bit vague.

I need a dual channel, 20MHz oscilloscope that is cheap and good.
