[Moved]ESD Test setup - 470kOhms resistors

What is the importance of two 470 k Ohms series resistor connected between Vertical Coupling & Horizontal Coupling Plane and Ground Plane in ESD Setup ?
How much difference these resistors will make , if testing has been done with out these resistor ? i,e Directly connecting coupling planes to Ground plane.
 

The purpose of resistors is discussed in the test standards, e.g. IEC61000-4-2. They are designated "bleeder" resistors that prevent charge build-up on the otherwise isolated parts of the test setup.
