should I use 89C52 or PIC16f877?
The project has a gps and a gsm module so I would require 2 serial ports, one simplex and other duplex...

which is better to use?

There are microcontrollers with 2 UARTS, eg. DS89C420 (8051-architecture)
The DS89C420 provides two UARTs which are controlled and accessed by SFRs. Each UART has an
address that is used to read and write the UART. The same address is used for both read and write
operations, and the read and write operations are distinguished by the instruction. Each UART is
controlled by its own SFR control register.

While this subject can be very touchy for most people, my opinion is that there has to be a middle or common ground that we all can find. I do appreciate that you've added relevant and intelligent commentary here though. You can try it once then make your own decision.
