Microchip MPLAB ICD operation below 4.5V

Hi,
I am currently designing an application that uses a PIC16LF877 with a VCC of 3.3V. I'm getting some problems using the Microchip debugger as It doesn't recognize the existance of the target microcontroller. I have read the ETN21 technical note from Microchip and replaced R5 as well as R22 and R21, but it still doesn't work properly.

Has anybody had this kind of problem? Any tips?

Make sure the BOD is disabled (BOD bit=0 in the cinfiguration bits) otherwise the chip will be held in reset below about 4V.
