meta material unit cell characteristic extraction from S parameter in CST

Hi,

I am trying to make a meta cell in CST. In order to check its characteristics I used characteristics from S parameter in post processing.
Floquet boundary has 2 modes, TE00 and TM00, for my structure. The characteristics parameter from different modes are coming different. for example the negative permeability with TE00 mode (port 1, Zmax(1)) is in the range of 2-2.2GHz and negative permeability with TM00 (port 2, Zmax(2)) is in the range 3-3.1 GHz.
Can anyone explain under this situation which characteristics should be consider to create meta cell ?
