measure 220V with ADC0831

i want to measure 220V ac my setup will b like

-->limit voltage to 2.2V-->ADC
220v->9V
-->powers uc

if DC increase say if its 250 volts then what will hapen is nstead of 9 v we will get say 10 and that variable used infront will further scale voltage down and make it to a reasonable adc read value and finaly adding 5 v zener b4 ADC


what do u think will it work??
